If this isn't because of a market failure**, why would they be passing a law? You know, the article quotes people saying this is a brave law, but it's so clear that it's not. Why did they leave such a glaring loophole that allows people to smoke in their own homes if it's a single-family dwelling? Are they really such cowards that they're going to allow people to hurt themselves at home? Will no one think of the children? What a travesty!
**The failure, obviously, is the absence of a market for giving wedgies to people who just can't stand it when other people have fun. Or the absence of a market for automatically impeaching for gross stupidity any legislator who says, "You can’t walk down the street with a beer, but you can have a cigarette. You shouldn’t be allowed to do that."
